Otaku currently recruits all lvls
Those within lvls 1-20 are expected to lvl fast. (1 week progress 3+ lvls required a week) Not lvling at those lvls means ur not playing
Lvls 20-30 same thing but less lvl per week (1 week to show progress 2+ lvls a week)
30+ N/A atm there's no lvl policy for 30+ until faction is full again
Later on i'll set up a week/month report on lvling progress for all lvls
